If the priority is 'Item': the healer will run in this order: Heavy Item → Light Item → Heavy Spell → Light Spell

If the priority is 'Spell': the healer will run in this order: Heavy Spell → Light Spell → Heavy Item → Light Item

To active a heal tool you must check the 'Low' or the 'High' checks.
